Key responsibilities:

Has responsibility for ensuring that the asset construction, the interface management and terminal operations are done in compliance with applicable standards, local and international laws and regulations- Manages all the activities involved in maintaining the safety of the organization.
- Increases safety awareness at all levels within the organization
- Develops, implements and monitors occupational safety Policy, Programs and Procedures
- Responds to employee’s HSSE concerns.
- Works closely with the HSE manager, Execution manager, maintenance manager Security manager, QHSSE Officer.
•Provide HSE support and advice
•Implement Fatal 5 standards
•Identify/assess/control high risk activities
•Run the health program
•Create safety awareness and support line management to deliver safety talks
•Organizes workshops around different HSSE themes
•Actively participates and supports the asset construction activities
•Actively supports the area owners in the implementation of risk based approach to civil, equipment, and operational interfaces
•Follows a risk based approach to identify potential risks related to building the asset and building the business
•Identifies and supports the mitigation of construction related risks
•Ensures a smooth handover from asset to business
•Identify positions exposed to a health risk and adequate mitigations.
•Identify and build relationships with relevant stakeholders.
•Support/Implement. Traffic management plan – incl. external trucks.
•Identify/assess/control risk related to interface management for operations/ engineering.
•Identify innovation opportunities for risk elimination/reduction.
•Visual standards.
•PPE policy.
•Identify and implement Fire safety requirements.
•Specific PPE requirements for high risk activities.
•Equipment minimums.
•Embed HSSE into training programs.
•Identify needs, local laws for emergency response, develop emergency response team.
•Plan and execute drills.
•Support the development and certification of the Plan d’operation interne (POI).
•Develop and run the Safety induction program.
•Build DG capabilities.
•Provide or source necessary trainings to support operational needs.
•Support asset construction.
•Run the permit to work system.
•Manage HSSE incidents and emergency situations.
•Liaise with internal and external stakeholders as required.
•Deliver trainings.
•Lead the execution of inspection programs.
•Any other duties as required.

We are looking for:

•Requires completion of a university/engineering degree.•Operations, Maintenance or security background is a plus.
•Requires at least 3 years of operations, technical/Maintenance or port security experience in large organizations with proven leadership and performance track, and at least 5 years of overall experience.
•Operations, Maintenance or Security background is a plus.
•Must have in-depth knowledge of technical/M&R, operations or security procedures for terminal operations or a relevant industry.
•Requires a general understanding of HSSE in the port or a relevant industry.
•Must be able to build strong relationships with different stakeholders.
•Requires the ability to communicate both in French, Arabic and English
•Must be able to train others.
•Proficiency in Microsoft Office.
•Requires excellent organizational skills, including planning, directing, and monitoring activities.
•Requires good problem-solving skills, with an ability to define the problem, examine solutions, and select the best solution, and this must be done at times immediately under stress
•Must be able to work outside time and inside (80% outside/20% inside), long days and at different working hours
•Shift hours work.
